Executive Vice President – Legal & Risk Management

Scott joined Limbach in 2006 and became General Counsel in 2012.  As a member of the Senior Leadership team and head of the Legal & Risk Management Department, he and his team of dedicated professionals support Limbach’s Corporate Services and branch locations throughout the United States.  As a publicly traded company, Scott serves as Limbach’s guardian, leveraging his vast experience to guide, implement, and manage regulatory and policy matters. His extensive experience and longstanding commitment to Limbach provide a unique and insightful perspective, contributing invaluable legal and business input that has significantly influenced the company’s market strategy and industry position.  Scott was promoted to Executive Vice President, Legal & Risk Management of Limbach Holdings, Inc. in July of 2023. 

At the forefront of resolving significant construction claims and disputes, Scott oversees all mediation, arbitration, and litigation matters for the organization. His responsibilities encompass negotiating both upstream and downstream contracts, purchase agreements, as well as providing guidance to branch and corporate personnel on pivotal business, contractual, and legal issues. Additionally, Scott plays an active role in Limbach’s day-to-day business and financial activities and maintains key involvement in acquisitions and financial transactions. His leadership extends to shaping the company’s insurance and risk management strategies, in close collaboration with the company’s insurance carrier and surety, as well as oversight of major insurance claims.  

Prior to joining Limbach, Scott served as a senior associate at a prominent Pittsburgh law firm specializing in construction law and commercial litigation. In 1993, he earned his Bachelor of Arts in Political Theory and Constitutional Democracy from the James Madison College of Michigan State University, followed by his J.D. from the University of Pittsburgh School of Law in 1997.

Beyond his professional accomplishments, Scott embraces the role of stepfather to two adult children. He shares his life with his wife Jamie Moses, with whom he passionately pursues endurance athletics and has successfully completed Ironman triathlons.
