Rock Hill Local Schools HB264 Energy Performance Contract

Columbus, Ohio

  • Customer: Rock Hill Board of Education
  • Delivery Method: Design Build
  • Service Offering: Mechanical & Controls
  • Project Description: The Rock Hill Local School District is comprised of a High School, Middle School, Elementary School and a Bus Maintenance Facility. The classroom buildings, built new or remodeled since 2001, all shared one common trait—their utility bills were 40% higher than average. To aid the district towards being more cost-effective, an aggressive analysis of the HVAC Control System, Lighting and Energy/Utility Auditing was performed by Limbach. Although daunted by the seemingly high project cost, the district chose Limbach based on our untarnished record of delivering promised savings and successful similar projects recently completed at school districts in the Southeastern area of Ohio. The first order of business on the project was to replace the outdated and non-responsive Barber-Coleman Control System with and Automated Logic Energy Management System (ALC). The ALC System gave the district a modern approach to building HVAC control. It will also play a key role in the district's goals of being cost-efficient. The second huge savings involved a lighting revamp within the entire district. All of the bulbs, and in many cases light fixtures, were changed to T-8 fluorescent tubes. Not only will this aid in financial recovery of utilities, but the classrooms, hallways and gymnasiums are much brighter and pleasant now. Mechanically, Limbach's Engineering Team uncovered many issues within the district’s buildings that needed to be corrected during construction. AHU's were found piped in reverse, boiler burners were replaced with more efficient Riello burners, chiller heat recovery was added for summer humidity control, variable frequency drives were added or replaced and control valves and heat trace were replaced.
